Why would my mom get quarterly $5.60 child support payments?

My parents have been divorced for over 10 years now. My father is on the other side of the country and never really talks to any of us. He's never paid child support and has always gotten away with it despite (or perhaps because of) exceptional higher education. Well out of the blue, she's getting these $5.60 payments every three months. We're supposed to be getting around $600 a month (which is ridiculously low anyway). When she went in to ask where the money is coming from or why we're only getting $5 the Idaho department of health and welfare said they couldn't tell us anything because it would be a violation of "confidentiality." WTF? Has anyone seen this before, and do you know what it could mean?
